Engineer BAU1

Role Objective

Responsibility for managing the planning and execution of an effective roads network and construction of engineering structures within the Business Area Unit (BAU) to access the forest estate. Ensure that roads are delivered to a high technical standard in a cost efficient and timely manner which supports timber supply commitments. Operations are in full compliance with all relevant Health & Safety legislation, Certification and Quality Standards. Support and implement the Engineering Strategy and Engineering Procurement Strategy.

Responsibilities

People, Leadership, Organisation and Culture
• Manage Contractors to ensure that they deliver operational targets, meet quality standards and provide excellent value for money.
• Develop Contractors to ensure that they can deliver their best performance and are able to step-up to provide a more rounded service.
• Promote a commercial culture in Engineering operations where decisions are made with full consideration of maximising revenue and reducing cost.
• Promote an attitude of simplification to reduce complexity.
• Actively promote and prioritise a safe working environment for our people, our contractors and customers in the forest estate.
• Support the implementation of the Engineering Strategies, through input into the operational group.
• Be accountable for developing own contribution to the business which includes driving personal development initiatives.
• Act as a visible role model for the Group’s values.

Planning & Management
• Ensure that Operational Plans are in place to efficiently carry out roading operations throughout the year by accurately phasing work packages and assigning Contractors.
• Assist the Estates Manager in preparing the Engineering budget to ensure that they are well aligned to the needs of the BAU, and also accurately carry out any production and financial forecasting.
• Support the Estates Manager in meeting all financial targets such as operational costs, by making sure that this is fully considered during Engineering operations.
• Organise and supervise staff, contractors and resources to complete operational roading programs to agreed timeframes.
• Effective use of Forest Management System (FMS) to ensure an accurate roads plan is put in place at Operational and Tactical level.

Operations
• Deliver the BAU's Engineering and access programme including New Road, Upgrade and Maintenance.
• Implement quality control systems in the BAU to ensure that Engineering operations are carried out to the required standard through effective site supervision and monitoring.
• Provide accurate and timely production information from Engineering operations to allow the Estates Manager and BAU’s to make reliable tactical and operational decisions.
• Provide timely and accurate Field Data Capture information following all Engineering operations.
• Carry out accurate and timely work-recording of all Engineering operations.
• Ensure a sustainable Engineering contractor base is available within the BAU by liaising closely with the Procurement Team.
• Manage the roads grant application process on behalf of Coillte’s external partners including any remedial works that need to be carried out.
• Manage the road consent and planning permission process for new roads.
• Ensure that all Engineering operations comply with Forest Certification Standards, Corporate Governance, Standard Operating Procedures, Codes of Practice and Forest Service Guidelines.
• Ensure that Contractors are implementing standardised and best practices to ensure that all operations are carried out to the required guidelines.
• Proactively work with colleagues to solve difficult access areas to reduce the chronic access area of the BAU.
• Develop a strong culture of operational excellence and continuous improvement in all our forest operations to eliminate waste and inefficiency.

External Focus: Customers & Stakeholders
• Deal with stakeholder issues in relation to access, roads and drainage.
• Develop and maintain effective relationships with relevant statutory bodies such as County Councils and Forest Service Inspectors to ensure the needs of the BAU are met in the most efficient and cost effective manner.
• Engage with colleagues in the BAU to ensure that we have streamlined and effective communication processes to deal with any local stakeholder issues

Desired Technical / Professional Competencies

Education and Experience: Relevant qualification in Civil Engineering equivalent to FETAC Level 7 or related discipline with a minimum of two years’ experience working in an operations role.
Commercial and Financial Acumen: Can focus on financial and commercial implications of their own activities through minimising costs and maximising revenues.
People Management: A credible individual with previous experience in managing contractors and/or staff.
Regulatory Compliance: Knowledge and experience to promote a safe-working environment and ensure compliance with environmental, regulatory and silvicultural standards.
